You can currently buy games through steampowered.com from the web regardless of whether you have Steam installed or not. I don’t see that changing.
I am in favour of only being able to change passwords etc on one computer – but it doesn’t quite make phishing worthless:

While there are still items worth money in your backpack, they can still be traded away by a hacker.

Also, people with access to your account would still be able to use hacks and get your account VAC banned.
